    The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is currently recruiting for an Environmental Quality Analyst 9-P11 (MUSTA) position within the Finance Division.  This position serves as an Environmental Quality Analyst for the Michigan Underground Storage Tank Authority (MUSTA).  This position makes determinations on the eligibility of claims, work invoices and appeals for compliance with Part 215 of Act 451 and complete duties required to successfully implement the Underground Storage Tank Cleanup Fund.

    How You Will Make An Impact

    ·         Prepare site design calculations under the direction of Project Engineers.

    ·         Develop CAD drawings to convey design intent.

    ·         Work on construction sites performing review activities.

    ·         Perform a variety of engineering analyses and calculations, with and without the use of engineering software.

    ·         Assist in developing design details and specifying appropriate construction materials.

    ·         Assist with the preparation of technical proposals, cost estimates, engineering drawings, technical specifications, and reports, including day-to-day correspondence.

    ·         Coordinate construction quality control services, conduct specific site visits, and review daily field reports prepared by others.

    What You Bring to The Team

    ·         Bachelor of Science degree in Civil Engineering (with a focus on Site/Civil Design), or related degree, from a 4-year accredited college or university.

    ·         Up to 3 years of demonstrated site development experience including site layout, grading, sewer and other utility design, pavement design, permitting, budgeting, jurisdictional agency interaction, and other related project activities.

    • EIT Certification preferred.

    ·    Ability to support a multi-disciplinary team on projects with minimal oversight.

    ·     Experience using AutoCAD Civil 3D preferred. MicroStation and OpenRoads experience a plus.

    ·   Experience with Hydrologic and Hydraulic Modeling software, including proficient use with Storm and Sanitary Analysis, HEC-HMS, HEC-RAS, SWMM or others a plus.

    ·    Able to understand, read, and prepare design drawings and specifications.

    ·    May be required to perform job duties in the field and office, during non-standard work hours, as necessary.

    ·    Must be able to lift and carry equipment weighing up to 50 lbs.

    ·    May be required to enter and work within confined spaces, once appropriately trained.

    • Develop and prepare work plans and proposals for engineering services related to site/civil consultation and design, including:
      • Defining the scope of field investigations and design effort

    o    Preparing cost estimates and project schedules

    What You Bring to The Team

    • Bachelors of Science degree in Civil Engineering or related degree, from a 4-year accredited college or university. Master’s Degree preferred but not required. 
    • Professional Engineer Registration is required. 

    ·     7+ years of demonstrated site development experience including site layout, grading, stormwater management, utility design, pavement design, permitting, budgeting, jurisdictional agency interaction, and other related project activities.

    ·         Ability to supervise and manage a multi-disciplinary team as well as complete projects with minimal oversight.

    ·         AutoCAD Civil 3D experience required, MicroStation or OpenRoads experience a plus.

    ·         Hydrologic and Hydraulic Modeling software experience preferred, including proficient use with HEC-HMS, SWMM, Storm and Sanitary Analysis or others.

    ·  Be willing and able to work on construction sites, performing review activities.

    · Understand and read design drawings.

    · Previous experience with a consulting firm preferred. 

    · Must have strong written and oral communication skills, be able to work in a team environment and independently, demonstrate team-oriented approach to problem-solving, and have strong interpersonal skills for contact with clients and fellow engineers/professionals.

    · Accuracy, dependability, and strong organizational skills.

    ·  Time management skills, ability to manage multiple projects at any given time, and have ability to work in a team environment.

    · Demonstrated leadership experience in mentoring, leading, managing, and developing junior staff.

    · Ability to organize technical material into comprehensive drawings/specifications/reports and perform QA/QC reviews on work product.

    · Project planning, budgeting, task delegation, and management to ensure project is completed according to work plans.

    · 2+ years experience in environmental consulting with familiarity with environmental assessments, compliance audits, permitting, and field sampling/inspections. and remediation.

    · Must be able to perform job duties in the field and office, during non-standard work hours, as necessary.

    · Must be able to lift and carry equipment weighing up to 50 lbs.

    · Must be able to manage workload and solve problems to support client and team project needs. 

    · Must have exceptional communication and time management skills. 

    · 40-Hour HAZWOPER training.

    · Experience with Phase I/II ESAs in accordance with ASTM E1527 and ASTM E1903.

    · Familiarity with BEAs and Due Care Plans in accordance with Michigan Part 201 rules.

    · Certified stormwater operator.

    · Experience working with regulatory agencies including Michigan EGLE and EPA and navigating compliance requirements including underground storage tank removal and closure requirements.

    · Must hold a valid driver’s license and be willing to travel to and conduct field work at job sites/offices in Michigan.

    · AutoCAD proficiency required. 

    · Understand, read, and prepare design drawings and specifications for energy related project site development with a focus on solar energy generation. 

    · Previous experience with an engineering consulting firm preferred.
